The economic analysis is intended to determine the return on the SVORI investment. A subset of the impact sites has been selected to study the relative costs and benefits of SVORI. This component will compare the total costs of providing services and programming to SVORI participants with the costs of providing services to the comparison subjects. This approach is necessary because SVORI programming is assumed to augment existing services. All prisoners and all parolees receive some services. In some sites, SVORI funds pay for services that are routinely received elsewhere. The approach taken by the SVORI evaluation will identify the additional costs of providing services to SVORI participants and then assess the extent to which these additional funds resulted in improved outcomes.
